Ranger 8 / Rogue 4 to get 3 feats is a fun build, and both Dual Wield and Savage Attacks have advantages, and Dex 20 isn't awful. If you wanna drop a feat, I think Ranger 6 / Fighter 2 might be a good action surge type of round, but a lot of people over value this imo, although with a Bard it does carry added benefits.

I want to like dual wielding but it just seems underwhelming in melee. A Defence build gets genuine survivability in place of big damage numbers, which is a fair trade. Dual wielding, by contrast, costs extra feats just to function, has no better survivability than a great weapon fighter, and can't produce the numbers to justify the build.

As dual wielding melee, you want at least 2 ranger first (or 1 level of fighter to respec out of later). Off hand melee attacks don't get the +dmg from dexterity, so they are signifcantly worse than main hand swings without the fighting style from lvl 2 ranger. After level 2 a gloomstalker gets one more attack at lvl 3 and one every turn @ 5.

After that, you can go Fighter 2 for Action Surge (it'll give you only main weapon attacs), and perhaps higher for extra attack. Fighters gets Action Surge and Extra Attack twice.
